I have the honour to invite reference to
p.f Mr. N.L. Smith's despatch No.655 of 20th October, 1937,
regarding the impending retirement in January, 1938,
of Mr. J. W. Franks, O.B.E., Superintendent of Prisons,
and to request that consideration may now be given to
the appointment of an officer to fill the vacancy
which will be created by this retirement.

Subject to your approval I propose to take
this opportunity of revising the salary of the post
of Superintendent of Prisons so as to bring it into
closer conformity with the revised salaries which are
now being offered in other branches of Government
Service. After consultation with the Financial
Secretary I have come to the conclusion that the
incremental scale of £950
£1,300 per annum should
be abandoned and that the post should be placed on a
fixed salary of £1,100 per annum with free quarters
reckoned for purposes of pension computation at £150
per annum.

I have received an application from Mr. F. A.
Hopkins the Assistant Superintendent of Prisons asking
that he may be considered for appointment to the vacant
post.
